A female health worker in Quezon City was flagged down when she was caught backriding on her way to work, but was eventually allowed after being issued a traffic violation ticket with a P5,000 fine for violating the social distancing rule.


Michael Villanueva, in his Facebook account, said that he decided to give his sister-in-law a ride because “there was no or limited” shuttle service available in Tungko, Bulacan, where they live.

He said, they were traveling along Commonwealth Avenue on Friday morning when they were flagged down by Metropolitan Manila Development Authority (MMDA) personnel.


The traffic personnel allegedly told them that they violated the social distancing measure by backriding and issued them a violation receipt, despite their explanation.

“My sister-in-law was asked to get off the motorcycle after we were flagged down. The MMDA personnel told us that they would just find a service for her,” Villanueva told the Manila Bulletin.

However, after waiting in vain for 30 minutes, his sister-in-law was eventually allowed to continue backriding with him.

“The MMDA personnel told me, ‘Go, bring her to her work, since we have already issued you a ticket,'” Villanueva said, adding that he was even reminded to pay the fine through money remittance center.

Villanueva said that they are not against the strict implementation of the measure only if all front liners are given free and accessible service.

The Department of Health in March acknowledged the plight of health workers who are being fined at checkpoints.

In March in Valenzuela City, a health worker was also fined P5,000 for backriding with his brother, who is also a health worker, on their way to work.

The suspension of public transportation was brought by the enhanced community quarantine due to threats of coronavirus disease.

The Department of Transportation maintained that there would be no exemption to the rules of backriding, including health workers.
